When Tom convinces the chief commissioner -whose husband Roy moves out 'to think about their relationship'- to raid a presumed whorehouse, they find it really houses illegals from Eastern Europe, possibly a case of 'modern slave trade' for prostitution. The two Jeans find a neighborhood terrorized by a youngsters' street gang, who scare possible witnesses out of testifying.
